Yes, I missed Dept. because I didn't know about it! I can't read the notice the bulletin board, so I asked mgt to call me when a meeting was planned. Sept. went and no phone call. So for Oct.? I was notified it would be om Ocy/ 8 ay 11am. I was ready. Then PG&E shut off the power. It took time for word to get around that no meeting would be held because it would be dangerous for people to negotiate stairs in the totally data building! Hey, no kidding! And my plan was to go listen to whatever excuses were offered for the LACK of emergency power.
Last year, October was also the time for a power shut down. After the lights came back (24+ hours) I called a friend who is an electrical contractor with years of commercial installations of generators and solar. I suggested he come contact management as the building is PRIME for solar: top of a hill. Flat roof, no trees too block a third-floor install. He said he would check.
I just called City Code to ask if there would be a required power back-up The surprise is that he is reviewing the permits for installing solar!
So is John doing the work? Don't know, but it is looking good for solar.

The buildings across the street in the other Cottonwood apartment complex have already started getting their solar panels installed. I have heard that we will be having it done here as well but that is a rumor rather than a verified fact. But your info. makes it seem more likely.
